The Border Guard and the medical helicopter service are the most reputable public sector organizations – the Police are the biggest climber
The Finnish Border Guard and the FinnHEMS medical helicopter service are the most reputable public administration organizations in the 2024 “ Reputation&Trust ” survey of public administration conducted by T-Media. Also among the top-ranked organizations are the Emergency Response Center Agency and the Rescue Services. The police saw the greatest improvement in their reputation.
The reputation of public sector organizations was surveyed in October–November 2024, with a total of 10,561 Finns responding to the survey. Among the top-ranked organizations, FinnHEMS and the Border Guard both received a reputation score of 3.87, while the Emergency Response Center and the Rescue Services received a score of 3.84.
Reputation&Trust- In this research model, a reputation score on a scale of 1 to 5 is calculated for each organization.
The most reputable organizations in the 2024 “ Reputation&Trust ” survey of public administration, ranked 1–10. The figures shown in the table are rounded to two decimal places. Organizations with tied scores are listed in alphabetical order.*When evaluating emergency response services, respondents were asked to rate the emergency services agency in their own region.
Overall, the reputation of public administration has improved compared to last year. The greatest improvement was seen anseende area anseende . Trust in public administration also began to rise after three years of slight decline and returned to a good level.
“The reputation of security authorities remains high, as in previous years. Finns’ trust in the authorities is exceptional even by Nordic standards. This trust strengthens society in these polarizing times,” says Riku Ruokolahti, Development Director at T-Media.

The police are the biggest gainers in reputation in 2024
Reputation&Trust-The goal of the study is to illustrate trends in the reputation and trust in public administration organizations, including at the organizational and cultural levels.
The police saw the biggest increase in reputation this year, managing to boost their standing among the public by a significant 0.31 units. In the survey, the police achieved their best reputation scores ever. Interaction, the workplace, and leadership saw particularly significant anseende categories.
“Overall, this is a very significant change. It is rare to see such a large increase in reputation, especially when the reputation was already at a moderate or good level. It is also noteworthy that in the 15–24 age group, perceptions of the police were the most positive and at an excellent level,” says Nina Laakso, Senior Advisor at T-Media.
“According to our research, the police are viewed as highly trustworthy. People want to hear the police’s views and support their work with tax dollars. Citizens also want more resources and visibility for the police. In other words, more police officers to monitor, patrol, and ensure safety in traffic, rural areas, and shopping centers alike,” Laakso continues.
This is how we conducted the study
The goal of the 2024 " Reputation&Trust " survey of public administration was to assess the level of trust and reputation of key public administration organizations among citizens.
Data for the study was collected via an online survey between October 4 and November 6, 2024.
The survey has been conducted annually by T-Media since 2018. This year, 10,561 Finns participated in the survey. The survey targeted Finns aged 15–65 nationwide (excluding the Åland Islands). The sample has been weighted to be representative of the population by gender, age, and region of residence.
The organizations were evaluated using T-Media’s “Reputation&Trust ” research model, in which an organization’s reputation score is calculated as the average of eight different subcategories. These areas are corporate governance, finance, leadership, innovation, interaction, products & services, workplace, and corporate responsibility. The survey used a five-point rating scale (1–5).
